DESCRIPTION:Durante la charla titulada “Water Deliveries from Mexico to the US: The 1944 Treaty and Conciliation Points”\, especialistas binacionales abordaron los desafíos actuales en el cumplimiento del Tratado de 1944\, que obliga a México a entregar agua a Estados Unidos a través del río Bravo. Moderado por Rosario Sánchez y Gabriel Eckstein\, el panel contó con la participación de Luzma Fabiola Nava\, Samuel Sandoval Solís\, Mario López Pérez y Carlos Rubinstein. \nLa Dra. Luzma Nava subrayó que “la situación actual refleja cómo ambos países han venido gestionando un tema marcado por múltiples cambios complejos: climáticos\, demográficos\, agrícolas\, políticos y económicos”. Para enfrentar estos desafíos\, propuso fortalecer la diplomacia hídrica: “Se requiere una enorme voluntad política y un diálogo sostenido con los diferentes sectores sociales y ambientales”. \nEl Dr. Sandoval Solís advirtió que “solo depender de la naturaleza no ayudará a que México cumpla con las entregas. Se necesita mucho más que lluvias”. En ese sentido\, remarcó la importancia de planes institucionales y cooperación interestatal. \nPor su parte\, Carlos Rubinstein señaló que las Water Deliveries from Mexico “no han sido tratadas como una prioridad” por las autoridades mexicanas\, lo que ha generado incumplimientos recurrentes y debilitado la confianza binacional. “Si esto sorprende a alguien\, es porque no ha estado prestando atención en los últimos 30 años”\, afirmó. \nMario López Pérez fue aún más directo: “Hay una alta probabilidad de incumplimiento a menos que la naturaleza salve a México”. Criticó el manejo actual de la Comisión Nacional del Agua (CONAGUA) y propuso retomar el plan conjunto firmado en 2014 con Texas y el gobierno federal de EE.UU. \nTodos coincidieron en que el Tratado de 1944 sigue siendo válido\, pero necesita interpretaciones actualizadas y\, sobre todo\, voluntad de cumplimiento. Como concluyó Rosario Sánchez: “Este no es el último café; apenas estamos comenzando esta conversación binacional”.

DESCRIPTION:Event Recording \n\n \n \nLa segunda Charla de Café del Foro Permanente de Aguas Binacionales se centró en un tema tan complejo como urgente: los retiros transfronterizos de agua subterránea entre México y Estados Unidos. Moderada por Rosario Sánchez y Gabriel Eckstein\, la conversación reunió a expertos de alto nivel como Sharon Megdal\, Mario López Pérez\, Carlos Rubinstein y Rubén Chávez. \n“Las aguas subterráneas son altamente localizadas e invisibles\, por lo tanto\, lo que sabemos varía mucho de un lugar a otro”\, explicó la Dra. Megdal. “México suele reportar concesiones\, pero no los volúmenes efectivamente extraídos\, lo que dificulta mucho el análisis binacional.” \nMario López señaló que de los 36 acuíferos oficialmente reconocidos en la frontera mexicana\, seis están sobreexplotados. “El flujo subterráneo va generalmente de Estados Unidos hacia México. Lo sabemos\, pero nos hace falta más información y recursos para gestionarlo.” \nCarlos Rubinstein fue contundente al advertir sobre los impactos ecológicos: “Al sobreexplotar acuíferos conectados hidráulicamente con ríos\, se reducen los flujos base. Eventualmente\, el gradiente hidráulico se invierte.” Y subrayó: “Los retiros transfronterizos de agua subterránea comprometen no solo relaciones binacionales\, sino también la sostenibilidad local.” \nTambién se abordaron las diferencias legales. “En Texas\, el agua subterránea es propiedad privada. Si alguien propone que el gobierno federal la regule\, probablemente se topará con un grupo armado de rancheros”\, bromeó Rubinstein\, graficando la dificultad del consenso. \nAunque hubo diferencias sobre la necesidad de un tratado específico\, todos coincidieron en que el marco actual\, incluyendo la minuta 242 del Tratado de 1944\, es insuficiente sin cooperación técnica y voluntad política. \n“Los retiros transfronterizos de agua subterránea no son solo un tema técnico. Son políticos\, sociales e institucionales”\, concluyó Megdal. Con más de 70 personas conectadas\, quedó claro que el camino hacia soluciones exige transparencia\, confianza y coordinación entre niveles locales y federales.

DESCRIPTION:Durante el Science Talk celebrado el 10 de marzo de 2022\, el equipo del proyecto SWIM (Sustainable Water through Integrated Modeling) presentó una innovadora herramienta digital diseñada para explorar futuros hídricos con un enfoque participativo y transfronterizo. \nEl equipo\, liderado por Natalia Villanueva Rosales\, junto con Josiah Heyman\, Deana Pennington\, Luis Garnica y la estudiante de doctorado Katalina Salas\, explicó cómo SWIM permite a usuarios sin experiencia técnica modelar escenarios complejos de gestión del agua en la región del Río Grande\, desde San Marcial (Nuevo México) hasta Fort Quitman (Texas). \nEl objetivo de SWIM es claro: avanzar en la investigación sobre sustainable water integrando tecnología\, semántica y participación ciudadana. Megdal\, Director of the University of Arizona Water Resources Research Center\, has joined the University’s Presidential Advisory Commission on the Future of Agriculture and Food Production in a Drying Climate. This distinguished panel is tasked with generating innovative\, science-based solutions for sustaining agriculture and food production in the face of extreme drought and rising temperatures. \nAs part of its outreach efforts\, the Commission will hold a listening session on April 18th from 13:00 to 14:00 GMT via Zoom. Dr. Megdal and her team will gather input from diverse voices to help shape a more climate-resilient agricultural future. DESCRIPTION:You are cordially invited to submit an abstract for the session On effective transboundary groundwater areas for shared aquifer management\n\n\n\n\n\nCo-hosted by: IAH-Transboundary Aquifers Commission\, International Groundwater Resources Centre (IGRAC)\, Permanent Forum of Binational Waters\, Texas A&M University-Texas Water Resources Institute\, SADC-Groundwater Management Institute (GMI)\, UNESCO\, Centre for Sustainable Solutions in Applied Hydrogeology \nWhen dealing with a shared aquifer where groundwater crosses from one jurisdiction to another\, we often face difficult decisions about how to proceed with the scale of the transboundary aquifer assessment. \nWe must decide whether the assessments should be based on the entire aquifer extent (often the most expensive approach)\, or on a particular aquifer zone\, hotspots\, transboundary corridors\, groundwater flow systems\, groundwater residence time\, radius of influence\, or capture areas. \nTo do that correctly\, however\, groundwater dynamics within the aquifer (time and space scales) must be well understood closer to the jurisdictional boundary. Further\, to complement the knowledge of groundwater dynamics\, new elements and/or variables need to be added\, e.g.\, social\, economic\, and political needs. \nAlthough a full aquifer-wide transboundary assessment may be essential\, often transboundary impacts are limited to border regions\, or zones with troubling spots. \nHere\, it might be useful to focus on a more detailed assessment at smaller scales to alleviate data scarcity\, financing and capacity issues. However\, a significant challenge exists in identifying the appropriate transboundary groundwater management units where transboundary implications are important (i.e.\, active groundwater flow across the international border\, presence of well fields or pollution\, etc.). \nSession objectives and structure\n\nThe session will discuss existing challenges\, approaches\, and best practices in prioritising assessment areas to support transboundary aquifers’ sustainable management and governance and help guide policy and decision-making.\nThe session will include a series of keynote presentations and a panel discussion. Posters are also invited. Featuring a diverse lineup of experts from academic institutions and research organizations\, the session focused on empowering non-professionals to actively participate in data collection\, monitoring\, and environmental awareness. \nDr. Kelly Albus\, Research Scientist at Texas A&M – TWRI and Fellow at the Meadows Center for Water and Environment\, emphasized the growing importance of citizen science in bridging data gaps\, particularly in water quality monitoring. She underscored how public involvement enhances accessibility and democratizes scientific research. \nErick Valazquez\, PhD candidate at the University of Bonn\, presented the One Coast Community Project\, showcasing how citizen participation strengthens coastal resilience by monitoring erosion and water quality. His case study illustrated how grassroots efforts can support interdisciplinary collaboration. \nDr. Alma Huerta Vergara from UNAM highlighted the broader benefits of citizen science in sustainability\, including increased data coverage\, public empowerment\, and greater environmental stewardship. Meanwhile\, Jesús Manuel Ochoa from UTEP shared practical applications of citizen engagement in northern Mexico\, linking it to broader water sustainability efforts across the region. \nPanelists also acknowledged challenges such as data quality control\, ethical considerations\, and maintaining volunteer engagement. SUMMARY:Celebrate World Water Day with UTEP and UACJ – March 2024
DESCRIPTION:Join the Permanent Forum of Binational Waters and a wide network of partners to celebrate World Water Day 2024 with a weeklong series of activities from March 18 to 23\, hosted in El Paso\, Texas and Ciudad Juárez\, Mexico. \nSince 1993\, World Water Day has been observed every March 22 to raise awareness about global water challenges and the 2.2 billion people who still live without access to safe water. This year’s theme\, “Bridging Borders: Leveraging Water for Peace\,” invites us to reflect on how water can serve as a tool for cooperation\, cultural exchange\, and regional sustainability. \nThe event is co-organized by the UTEP One Water Cluster and the artist-led collective Somos Agua / We Are Water\, in collaboration with the Universidad Autónoma de Ciudad Juárez (UACJ) and numerous local partners. The week will include a series of free interdisciplinary events\, both in-person and online\, designed to engage researchers\, students\, artists\, and community members working on water issues across disciplines and borders. \nEnvironmental historian C. J. Alvarez (UT Austin) will be a featured guest. Additional sessions include academic panels\, art installations\, theater performances\, and community dialogues—held on and off campus at UTEP\, UACJ\, and partnering venues in the Paso del Norte region. \nThe goal is to elevate public understanding of water challenges while fostering binational collaboration on water policy\, equity\, and sustainability.To attend\, please complete the RSVP form linked above.
