Coss 445\, Centro\, \n64000 Monterrey\, N.L.\n\n\n\n\n\n\nCOHOSTS AND SPONSORS \n\n\n\n\n\nRosenberg International Forum \non Water Policy\nCalifornia Institute for Water Resources\nUniversity of California\, Agriculture and Natural Resources (UC ANR)\nFundación México-Estados Unidos  para la Ciencia\n\n\n\n\nPermanent Forum of Binational Waters\nColegio de la Frontera Norte\nUniversity of California\, Alianza MX\nUdall Center for Studies in Public Policy\, The University of Arizona\n\n\n\n\n\n\n\n\nIn the tradition of the Rosenberg Forum’s mission to reduce conflict and foster cooperation in \nwater resources management\, this event will promote open\, respectful\, and candid conversation where panelists and attendees engage and learn from each other about the challenges and solutions for shared waters of Mexico and the United States. Drawing on the Permanent Forum of Binational Waters’ commitment to bridging science and policy\, the event will bring together a mix of researchers\, water managers\, policymakers\, local agencies\, civil society organizations\, and private sector voices from both sides of the border. This event will produce concrete findings and priority actions that reflect the full diversity of perspectives in the room.\n\n\n\n\nOBJECTIVES \n\nBuild a greater shared understanding of water resources held in common by Mexico and the United States: the Rio Grande/Bravo\, the Colorado River\, and transboundary groundwater systems.\nDeepen understanding of the problems\, barriers\, and governance gaps limiting effective binational water management\, recognizing the asymmetries and competing interests on both sides of the border.\nIdentify and amplify what is working (e.g. existing mechanisms and agreements) and extract transferable lessons from this region and comparable international basins.\nExamine challenges and solutions across multiple spatial and temporal scales: from the basin and binational level down to regional\, local\, and community scales\, acknowledging that what works at one scale may look very different at another.\nEnsure the local context is heard — giving voice to local agencies\, municipalities\, Indigenous communities\, and private-sector actors whose daily realities are shaped by these shared waters.\nPropose and discuss concrete solutions and priority actions that can advance cooperation and water security in the near and long term.\nProduce outcomes: Video recordings of interviews and a synthesis of the meeting.\n\nINVITED AUDIENCE \n\nWater scholars and researchers from the USA and Mexico\nWater managers and agency officials \nPolicymakers and 1944 water treaty stewards \nPrivate sector actors (agriculture\, energy\, industry\, water technology)\nCivil society\, NGOs\, and community-based organizations\nIndigenous and tribal water rights holders\nFederal\, state\, local agencies and municipalities \nStudents and members of the press\n\nTo register for the event click HERE  \n TUESDAY\, OCTOBER 20TH\, 2026.  \n\n\n\n\nTIME            \n\n\nPRESENTATION / PANEL\n\n\n\n\n09:00 am\n\n\nCheck-in with coffee and refreshments\nThe main session room opens at 10:00 am.\n\n\n\n\n10:00 am\n\n\nWelcome & Introductions\nModerator: Erik Porse\, Director\, California Institute for Water Resources\, Agriculture and Natural Resources\, University of California\, USA\n\n\n\n\n10:15 am\n\n\n• Soroosh Sorooshian\, Rosenberg Forum Chair\, Distinguished Professor\, Civil & Environmental Engineering & Earth System Science\, University of California\, Irvine\, USA\n• Glenda Humiston\, Vice President\, University of California\, Agriculture and Natural Resources\, USA\n• Jail Ixel Cruz Garcia\, Senior Strategic Partnerships Lead\, University of California\, Alianza MX\, Mexico & USA\n• Rosario Sanchez\, Director\, Permanent Forum of Binational Waters\, Mexico & USA\n• Ismael Aguilar Benitez\, Professor & Researcher\, Colegio de la Frontera Norte\, Mexico\n\n\n\n\n10:35 am\n\n\nKeynote I: US-Mexico Border Water Issues\nSamuel Sandoval Solis\, Cooperative Extension Specialist\, University of\nCalifornia Agriculture and Natural Resources and Professor\, University of California Davis\, USA\n\n\n\n\n10:50 am\n\n\nQ&A for clarifying questions from audience\n\n\n\n\n10:55 am\n\n\nPanel Discussion 1: Current State of the Rio Grande/Río Bravo\nModerator: Rosario Sanchez\, Director\, Permanent Forum of Binational Waters\, Mexico & USA\n\n\n\n\n11:00 am\n\n\n• Rosario Álvarez\, Executive Director\, Pronatura\, Mexico\n• Gabriel Eckstein\, Lawyer and Professor\, University School of Law\, Texas A&M\, US\n\n\n\n\n\n11:25 am\n\n\nFacilitated Discussion with the Audience\n\n\n\n\n  \n\n\n\n\nTIME                  \n\n\nPRESENTATION / PANEL\n\n\n\n\n11:45 am\n\n\nBreak\n\n\n\n\n12:15 pm\n\n\nPanel Discussion 2: Future State of Rio Grande/Río Bravo\nModerator: Samuel Sandoval Solis\, Cooperative Extension Specialist\,\nUniversity of California Agriculture and Natural Resources and Professor\, University of California Davis\, USA\n\n\n\n\n12:20 pm\n\n\n• Víctor Hugo Guerra Cobián\, Professor & Researcher\, Universidad Autónoma de Nuevo León\, Mexico\n• Carmen Julia Navarro\, Professor and Researcher\, University of Chihuahua\, Mexico\n\n\n\n\n12:45 pm\n\n\nFacilitated Discussion with the Audience\n\n\n\n\n01:05 pm\n\n\nLunch\n\n\n\n\n02:05 pm\n\n\nKeynote II: Perspective from Mexico\nIsmael Aguilar Benitez\, Professor & Researcher\, Colegio de la Frontera Norte\, Mexico\n\n\n\n\n02:20 pm\n\n\nQ&A for clarifying questions from audience\n\n\n\n\n02:25 pm\n\n\nPanel Discussion 3: Regional Stakeholders\nModerator: Ismael Aguilar Benitez\, Professor & Researcher\, Colegio de la Frontera Norte\, Mexico\n\n\n\n\n02:30 pm\n\n\n• Danielle Roman\, Project Specialist\, Fundación MX-US para la Ciencia (FUMEC)\n• Ofelia G.
