El evento contar\u00e1 con la participaci\u00f3n de tres reconocidos panelistas: Patricia Herrera Ascencio, Directora General del Instituto Mexicano de Tecnolog\u00eda del Agua (IMTA); Mario L\u00f3pez, Ingeniero en Recursos H\u00eddricos y Consultor Independiente; y Felipe Arregu\u00edn Cort\u00e9s, investigador del Instituto de Ingenier\u00eda de la UNAM. La conversaci\u00f3n ser\u00e1 moderada por el Dr. Samuel Sandoval Sol\u00eds, profesor de la Universidad de California, Davis.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Este oportuno debate se centrar\u00e1 en las amplias implicaciones de la recientemente aprobada <\/span><span style=\"font-weight: 400;\">Ley de Aguas Nacionales de M\u00e9xico<\/span><span style=\"font-weight: 400;\">, particularmente en relaci\u00f3n con las cuencas hidrogr\u00e1ficas compartidas entre M\u00e9xico y Estados Unidos. Los panelistas explicar\u00e1n c\u00f3mo la reforma marca un punto de inflexi\u00f3n en la gobernanza del agua en M\u00e9xico al establecer procedimientos para garantizar un proceso m\u00e1s transparente, estandarizado y controlado por el gobierno federal para la asignaci\u00f3n de derechos de agua.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El panel tambi\u00e9n explorar\u00e1 si el nuevo <\/span><span style=\"font-weight: 400;\">Ley de Aguas Nacionales de M\u00e9xico<\/span><span style=\"font-weight: 400;\"> Podr\u00eda fortalecer la cooperaci\u00f3n binacional. \u00bfImplicar\u00e1 esta reforma un marco jur\u00eddico m\u00e1s claro y criterios hidrol\u00f3gicos actualizados para la disponibilidad y prioridad del agua, especialmente en el marco de tratados internacionales como el Tratado de Aguas de 1944? \u00bfEl alcance de la reforma podr\u00eda beneficiarse de una mayor previsibilidad y armonizaci\u00f3n institucional? Se discutir\u00e1n muchos otros temas relacionados.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El evento es posible gracias al apoyo de aliados institucionales: el Centro de Investigaci\u00f3n de Recursos H\u00eddricos (WRRC), el Instituto de Recursos H\u00eddricos de Texas (TWRI), el Banco de Desarrollo de Am\u00e9rica del Norte (NADBank), la Comisi\u00f3n de Calidad Ambiental de Texas (TCEQ) y el Instituto de Recursos H\u00eddricos de California.<\/span><\/p>\n<p><span style=\"font-weight: 400;\"><br \/>\n<\/span><span style=\"font-weight: 400;\">La grabaci\u00f3n completa de la sesi\u00f3n estar\u00e1 disponible en el canal de YouTube del Foro despu\u00e9s del evento.
