Coffee Breaks to Analyze Realities and Delusions About Surface Waters and Groundwater

The Permanent Forum of Binational Waters (PFBW), in collaboration with the International Association for Water Law (AIDA), will host two webinars addressing the realities and so-called delusions or assumptions in the regulation of interconnected surface waters and groundwater, both at the national and international levels.

The first webinar, titled “Hydrologic Realities and Delusions at the National Level: Regulating Interconnected Surface Waters and Groundwater,” will take place on Thursday, November 14, 2024, at 9:00 AM (Central US time).

In this event, moderated by Imad Antoine Ibrahim from the University of Twente in the Netherlands, distinguished panelists will explore specific cases in California, China, Mexico, and South Africa. The speakers include:

  • Paul Stanton Kibel (Executive Council, AIDA), who will address the topic of interconnected waters in California.
  • Heping Dang (University of Hong Kong, Shenzhen), presenting on interconnected waters in China.
  • Carmen Julia Navarro (Autonomous University of Chihuahua), speaking on interconnected waters in Mexico.
  • Robyn Stein (Buchler-Stein Consultants), who will discuss interconnected waters in South Africa.

The second webinar, scheduled for Thursday, December 5, 2024, also at 9:00 AM (Central US time), is titled “Hydrologic Realities and Delusions at the International Transboundary Basin Level: Regulating Interconnected Surface Waters and Groundwater.”

This time, Paul Stanton Kibel will moderate the session, and the panelists will discuss the legal and environmental complexities of transboundary basins. The speakers include:

  • Gabriel Eckstein (Texas A&M), who will present on interconnected waters under International Water Law.
  • Jonathan Lautze (International Water Management Institute), who will analyze basins shared between Botswana and South Africa.
  • Gilbert Anaya (International Boundary and Water Commission), discussing basins shared between Mexico and the U.S.
  • Juan Pablo Galeano (International Water Lawyer), speaking on the Guarani Aquifer shared by Argentina, Brazil, and Paraguay.

Rosario Sánchez, Director of PFBW, explained that these events are a unique opportunity to understand the challenges and solutions around water management at both the national and international levels.

“These webinars are crucial to understanding the current challenges in water management, not only for experts but for the entire community. They are part of our Coffee Breaks initiatives, where we promote simple and accessible conversations that anyone can follow and participate in,” she said.In addition, both events will be free of charge and will feature English-Spanish interpretation, allowing for a diverse audience and ensuring that the information is accessible to a wide range of participants.
