Shared Waters: Binational Dialogue for Sustainable Growth

The Shared Waters and Responsible Economic Development forum brought together experts, decision-makers, and community leaders from both sides of the U.S.–Mexico border to explore how science, data, and collaboration can drive a more sustainable and competitive regional future.

Held on September 4, 2025, at CETYS Universidad in Tijuana, the event was co-hosted by the Permanent Forum of Binational Waters (PFBW). It featured keynote presentations, dynamic discussion panels, and the official launch of the One Coast, One Community initiative—an innovative dashboard integrating 25 years of binational water-quality data.

Data, Talent, and Governance

The discussions underscored that effective governance and transparent data are the foundation for sustainable management of shared waters. Experts agreed that addressing both quality and quantity challenges in the Tijuana–San Diego region requires not only infrastructure but also a shift in priorities toward efficiency, reuse, and scientific cooperation.

Participants highlighted how small improvements—such as a 2.5% increase in water-use efficiency—could translate into large-scale regional benefits. Moreover, by investing in data systems and technical capacity, both nations can build resilience and economic competitiveness grounded in shared environmental stewardship.

Preparing the Next Generation

A central theme was the importance of educating the next generation of water professionals. Panelists from academia and the private sector emphasized the need for interdisciplinary training—blending hydrodiplomacy, law, data analytics, and community engagement—to manage transboundary water systems effectively.

The conversation revealed that true collaboration depends on cultivating trust, transparency, and shared values across borders. This spirit defines the ongoing work of Shared Waters, where data-driven insights inform equitable solutions and regional prosperity.
